Louise McKeever, Government CIO

CIO, OGCIO

Louise McKeever is the Government Chief Information Officer (CIO) for Ireland, leading the Office of the Government Chief Information Officer (OGCIO) at the Deputy Secretary General level. Appointed as Ireland’s first female Government CIO, Louise serves as the state’s primary strategic advisor on the digital government agenda. She is responsible for driving the digital transformation of public services and managing national infrastructure frameworks.

With over 25 years of experience across ICT, business leadership, and massive change management, Louise has a proven track record of delivering complex, national-scale public sector systems. Prior to taking on the role of Government CIO, she served as the CIO and Head of Operations for the Department of Agriculture, Food and the Marine (DAFM), and previously orchestrated the integration of Intreo—one of the largest and most successful Agile transformation programmes in the history of Irish government.

At the OGCIO, Louise is the architect behind Ireland’s core reusable digital building blocks (including gov.ie, e-forms, and data exchange systems). Her current strategic priorities focus on dismantling traditional public service silos through major initiatives like the Digital Public Services Plan 2030, the implementation of the national Government Digital Wallet, unified cross-departmental Life Events platforms, and responsible AI adoption across civil infrastructure.

Louise holds a degree in Business Administration and a Master’s degree in Business Administration and Information Technology from University College Dublin (UCD).
