Philip McGrath is a Senior Governance Specialist at the World Bank’s Governance Global Department based in Washington DC. His work focuses on supporting emerging economies in the area of innovation, technology adoption and governance reform in public administration systems.

Previously, he led the delivery of Ireland’s public service transformation programme at the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation. Earlier in his career, he worked in Ireland’s Department of Justice in a number of operational roles.
